*These are not concrete designations, but they do give you an idea of what level of speaking ability you will need if you want to a specific TOEFL Speaking score. In other words, perfect English will not get you a 30. You must also be as entertaining and engaging as a public speaker is. A public speaker is someone who talks professionally for a living. Notice that even university professors are not as polished as a public speaker, that's why they (typically) only score a 29.
